How to do
1. Login Azure portal
Access to Microsoft Azure Active Directory > License https://portal.azure.com/#blade/Microsoft_AAD_IAM/LicensesMenuBlade/Products
with admin account > Check the licenses status (license number, assigned licenses) and manage licenses to users or groups

2. Enroll devices
Follow Enroll Android device with Intune Company Portal | Microsoft Docs to enroll your device with Company Portal.

3. Add App
Access https://endpoint.microsoft.com/#blade/Microsoft_Intune_DeviceSettings/AppsMenu/overview to add Apps.

4. Create App protection policies:
Access to https://endpoint.microsoft.com/#blade/Microsoft_Intune_DeviceSettings/AppsMenu/appProtection to create policies.

5. Synchronize latest info

If mobile devices have WIFI connected, the data will be synced automatically within a period of time. If no WIFI connected or no data synced yet, try to open Intune Company Portal > Settings >Management Policy> Click "SYNC" to sync with latest policies.
