Have the user visit the Foxit Account page, login with their Foxit Account then delete their Foxit Account.
|Unable to access the Admin Console.
Please have your Security team allow connection to the Admin Console's webpage.
|This error is coming from Azure AD not from Foxit's Admin Console.

Essentially, it means you haven't assigned any group to the new non-gallery app you created. You need to assign users to the new non-gallery app you created to set up SSO.
This doesn't mean that all of those users will be granted a license, it just means that those users will have access to the new non-gallery app / SSO.
