Many web browsers, such as Chrome, Firefox, and Safari, now they all use their own inbuilt PDF viewer instead of the Foxit browser plug-in.
For best results, please choose to configure IE web browser to use Foxit browser plug-in to open online PDF files. To solve the most common PDF-display issues(such as just get a blank page in IE web browser, etc),please follow the steps below to troubleshoot the viewing PDF files on the web issues:
1:Update your Foxit PDF Editor or Foxit PDF Reader to latest version:
Foxit often releases free security updates for Foxit PDF Reader and Foxit PDF Editor for fixing some issues. Make sure you update your version of Foxit PDF Reader or Foxit PDF Editor to the latest release. The updates often include fixes to common problems.
Please open Foxit PDF Editor or Foxit PDF Reader:
Click on Help tab>Check for updates to download and install latest version from within your Foxit software. If you fail update/upgrade your Foxit PDF Editor or Foxit PDF Reader from with the application itself, please choose to download the latest version from Foxit download center and install the new downloaded installer.
After installation is complete, restart your computer and refer to this article to set Foxit browser plugin as default for opening online PDF file in IE and then test the online PDF again to see if you can view it.
2:PDF solutions:
1):Refresh or reload the page
Often, just refreshing the page in your browser by pressing Ctrl+F5 allows the PDF to load fully.
2):Try to view a different PDF
Try viewing a different PDF. For example, see if this sample form displays in your browser. If Foxit PDF Editor or Foxit PDF Reader browser plugin can open the sample form in IE browser, then the other PDF could be damaged or the web server could be having problems. If possible, contact the individual or company who manages the website.
Try to view a PDF on your hard drive
Determine if your web browser can open a PDF from your local hard drive rather than from the web. For this test, you need a PDF saved on your computer.
i)In your IE web browser, please Press Control+O to bring up open dialog box.
ii)Click Browse button in open dialog box. From the Files Of Type menu, choose All Files.
iii)Locate a PDF on your computer, select it, and then click Open.
If the selected local PDF opens, the website you were viewing could have a problem. Contact the individual or company who manages the website.
3:IE browser settings solutions:
1):Try to repair or re-install your IE web browser.

2):witch to Compatibility View in Internet Explorer.
Some websites display better in the Compatibility View of Internet Explorer. The Compatibility View displays a page as if it were in an earlier version of the browser.

3):Restart your computer and try opening the PDF again
Restart your computer, then open the web page again. Restarting clears the computer memory and memory cache. Simply restarting your computer frequently resolves display issues.
4):Delete temporary Internet files in Internet Explorer.
Clear the IE browser cache (sometimes called temporary Internet files) to ensure that you're viewing a fresh version of the page.
Be careful when selecting the options. Clear only the browser cache. If you clear all temporary Internet files, you could delete the cookies that contain login information and preferences. IE browser allow you to choose the type of content you want to delete.

5):Set the display PDF in browser settings in Foxit preferences dialog box.
Please choose to un-associate IE web browser with Foxit browser plugin and then re-associate IE with Foxit browser plugin again.
i)Go to File > Preferences > File Associations > click Advanced button > uncheck the option Include browser when setting default PDF viewer and click OK. Click on Make default PDF viewers. Choose Yes if there is any UAC message pops up.
ii)And then click on advanced button again, check the option Include browser when setting default PDF viewer and click OK. Click on Make default PDF viewers and OK button to apply the change.
Then try to open the PDF again from the website in IE.
4:Foxit PDF Reader and Foxit PDF Editor solutions:
1):Repair Foxit PDF Reader or Foxit PDF Editor. To know how to repair Foxit application, please click here.
2):Run Foxit PDF Editor or Foxit PDF Reader in a new local administrator account
Create a user account that has the same permissions as the account you use when the problem occurs. Or create a local administrator account. If the problem doesn't recur when you log on to the new account, then the original user account could be damaged.

3):Optimize large PDF files
If the PDF file large in size(for example, larger than 10MB), ask the provider to optimize the PDF file. For information about optimizing PDF files, see this article.
5:Change the content-type header on the web server (Web administrators)
If you are a webmaster or have administrative rights to a website, configure the web server to send content-type headers of 'application/pdf' for PDF files. For instructions, see the documentation that came with the web server.
