How to fix the error "The required Active Directory Rights Management Service Client MSIPC.DLL is present but could not be configured properly..." when trying to set IRM in SP Central Admin?

a. On the ADRMS server, right click on "C:inetpubwwwroot_wmcscertificationServerCertification.asmx” and select properties.

b. Select the “Security” Tab and click on the “Advanced” button

c. Click on “Enable Inheritance,” If you see “Disable inheritance” instead, something else is wrong.  Please check your internet options and set the ADRMS Server and the SharePoint Server are trusted with one another.
