However, if an Admin wants to change this setting for widespread deployment, they cannot do so using a GPO template or Customization Wizard. Those options will only give the ability to enable or disable the auto updater.
If they want to make specific changes in regards to allow automatically installed updates or automatically downloaded, but not automatically installed, the change can be made on the registry level.
Navigate to HKEY_CURRENT_USER\Software\Foxit Software\Foxit PDF Editor 12.0\plugins\Updater

Change value to "1" - turn on automatic download, but prompt to install
Change value to "2" - turn on automatic install of updates
Change value to "0" - Disable automatic install/ download of updates
